The Board Members

Nine board members serve as the policy-setting body for the Board. Seven of the members are appointed by the Governor, one by the Senate President Pro-Tempore, and one by the Assembly Speaker. Board members include six registered nurses and three public members. The current board members are:

La Francine Tate, President

La Francine Tate

La Francine Tate is a public member appointed by the Senate Pro Tem in 1999. Currently, she serves as President of the Board of Registered Nursing. She is retired from San Francisco General Hospital where she served as Special Assistant to the Executive Administrator.

She serves on the following boards: Alzheimer's Services of the East Bay, the Bay Area Consortium for Quality Health Care and the California Black Health Network.

Susanne Phillips, MSN, RN, APRN-BC, FNP, Vice President

Susanne Phillips

Susanne Phillips was appointed by Governor Arnold Schwarzenegger in August of 2005 to the Board of Registered Nursing, as the Advanced Practice Registered Nurse member of the Board. Susanne holds a BSN and MSN from California State University, Long Beach and is nationally board-certified as a Family Nurse Practitioner.

Susanne was recently elected to Vice President of the Board of Registered Nursing for 2007. Susanne practices in a family practice in Irvine, California, and is an Associate Clinical Professor in the Department of Family Medicine at the University of California, Irvine, where she teaches pharmacology for advanced practice nurses and serves as clinical faculty and coordinator. Susanne's term extends until 2009

Nancy L. Beecham, RNC, BS

Nancy L. Beecham

Nancy L. Beecham has served as the director of nursing for the Edgemoor Geriatric Hospital since February 2006. She also serves as President of Retro Medical Billing and is a self-employed nursing consultant for geriatric nursing homes.

Previously, she was the Director of Nursing for Kennon Shea and Associates and Vice president of Operations for ProServ Rehab & Health Care.

Grace M. Corse, RN

Grace M. Corse

Grace M. Corse has been a critical care nurse with the Los Angeles County Department of Health Services at the University of Southern California Medical Center since 1979. She holds a Lifetime California Teaching Credential from California State University, Hayward, and taught for three years in the Oakland public schools.

Ms. Corse is a member of Service Employees International Union Local 660 and the Service Employees International Union Nurse Alliance. She earned a bachelor of arts degree from the University of California, Berkeley.

Elizabeth O. Dietz, Ed.D., RN, CS-NP

Elizabeth O. Dietz

Elizabeth O. Dietz was appointed by Governor Arnold Schwarzenegger in August 2005 to the Board of Registered Nursing filling the nurse educator position on the board. Dr. Dietz currently serves as Professor in Nursing at San Jose State University School of Nursing. She has been at SJSU since Fall 1979.

She also serves as the Director of Disaster Preparedness & Response at the Santa Clara Valley Chapter of the American Red Cross starting in that position October 2005. Presently, she is a member of the American Red Cross Disaster Services Human Resources system for deployment to national disasters having been appointed to that system in September 1992. Dr. Dietz is an elected member of the Board of Directors for the American Nurses Association.

Janice Glaab

Janice Glaab

Janice Glaab is a 24-year veteran of the California state and national public affairs scene.

Janice was Assistant Secretary at the California Health and Welfare Agency for Governor Wilson. She served as the Administration's top spokesperson for health and welfare issues and directed communications for the 12 departments that make up the Agency. Before joining the Agency, Janice was the Public Affairs Officer at the Office of Statewide Health Planning and Development. Prior to joining the Administration, Janice served as Chief of Staff for several legislators and as Director of Member Services for the Assembly Republican Caucus, leading the political efforts for Assembly Republicans.

Since 1999, she has been Chair and Chief Financial Officer of Glaab & Associates, a public affairs consultation business. Previously, Glaab served as Managing Director for Hill and Knowlton, an international public affairs/public relations firm.

A California native, Janice graduated from San Diego State University with a B.S. in Marketing.

Andrea Guillen Dutton, MEd, ARRT

Andrea Guillen Dutton

Andrea Guillen Dutton is a professor of Radiology Technology at Chaffey Community College, Andrea has served the Inland Empire as a health care professional and health science educator for thirty years. She is married and has an adult daughter.

Carmen Morales-Board, RNC, MSN, FNPC

Carmen Morales-Board

Carmen Morales-Board was re-appointed by Governor Gray Davis In June of 2003. Ms. Morales-Board currently serves as a Family Nurse Practitioner and Certified Diabetes Educator in Internal Medicine and Diabetes Management at Kern Medical Center in Bakersfield.

Ms. Morales-Board has been a registered nurse since 1991 and a Nurse Practitioner since 2002. Ms. Morales-Board is a member of the American Academy of Nurse Practitioners, the American Association of Diabetes Educators, Kern County Association of Diabetes Educators, and the Oncology Nursing Society.
